This book places the role of international scientific cooperation in the framework of the phases of the evolution of science policy, and emphasizes the necessity of a more articulate handling of international scientific cooperation in South-East Europe as a priority of S&T policy.
The main message of this book concerns the role of partnership an the involvement of a variety of players in international scientific cooperation in the region, in particular of industry, which presently plays a minor role. A new balance must be established between the still prevailing ‘internal’ international scientific cooperation and the search for new forms and methods on the individual and institutional level for coping strategies.
Contributers to this book work for different institutions: academic R&D units, universities, governmental funding agencies, ministries, nongovernmental organizations, private consulting firms in R&D and international organizations. The following topics are being discussed: national strategies of cooperation, impact on economic development, regional and global strategies and networks.
